Project Background

In response to the Hong Kong’s Climate Action Plan 2030+ Report and to support the increased use of natural gas for power generation in Hong Kong, CLP Power Hong Kong Limited (CLP Power) and The Hongkong Electric Co., Ltd (HK Electric) have identified that the development of an offshore liquefied natural gas (LNG) terminal in Hong Kong using Floating Storage and Regasification Unit (FSRU) technology (“the Project”) presents a viable additional gas supply option that will provide energy security through access to competitive gas supplies from world markets.

The scope of the Project involves the construction and operation of the following key infrastructure facilities:

  • One FSRU vessel equipped with LNG storage tanks and regasification equipment;
  • One double berth jetty with mooring facilities for the FSRU vessel and LNG carriers;
  • Two subsea gas pipelines connecting the Offshore LNG Terminal with the Black Point Power Station (BPPS) and the Lamma Power Station (LPS) respectively; and
  • Gas Receiving Stations (GRSs) located inside the BPPS and LPS respectively.
