  • Terms of Reference of the Steering Committee
  1. To provide overall directional guidance and policies for the operation of the Marine Conservation Enhancement Fund and Fisheries Enhancement Fund (Funds) having regard to objectives of the Environmental Enhancement Plan.
  2. To steer and review the operations of the Funds to ensure sufficient resources remain available for the Funds to meet their objectives.
  3. To oversee matters relating to the management, operation and administration of the Funds.
  4. Having regard to recommendations from the management committees of the Funds, to approve applications for funding support.
  5. To oversee and review the overall funding position of the Funds.
  6. To oversee and review the use of the funds committed to the Funds.

  • Terms of Reference of Fisheries Enhancement Fund Management Committee
  1. To advise on and monitor the effectiveness of the approved EE Plan.
  2. To review the operation, management and administration of the FEF and implement necessary changes including, without limitation, refining the focus of funding having regard to previous funding initiatives.
  3. To run the funding application process of the FEF.
  4. To make recommendations to the Steering Committee for approval on funding applications that meet the goals and objectives of the FEF.
  5. To set and agree with each successful funding applicant the performance indicators for the successful application.
  6. To agree the terms of the agreement with the successful funding applicant for execution by CAPCO, HK Electric and HKLTL.
  7. To monitor the performance of projects and project outcomes for the successful funding applications, including the effect of the approved applications in achieving the goals and objectives of the EE Plan.
